For new properties, buyers often come directly from seeing the developer's advertisements. They may view show flats and get property details from the developer, with little room for negotiation. In these cases, estate agents usually represent the developer. However, if agents work for both the developer and the buyer, they offer full services similar to those in the secondary market.


Under the RPFSO, estate agents must follow rules on promotional activities and provide accurate property information for new residential properties. They must also comply with the Estate Agents Ordinance (EAO) and other guidelines set by the Authority.


In the secondary market, estate agents handle all typical services, such as marketing properties, finding buyers or tenants, arranging viewings, providing information, negotiating terms, and drafting agreements.
